The primary purpose of our CVUSD  District English Learning Advisory Committee (DELAC) is to provide advice to the district regarding educational programs and support services for students who are English Learners. The more parents know about their students' education and school, the stronger their support will be in their students’ educational success. During DELAC meetings, discussions of the EL Program and EL Program Goals take place and parents learn more about Common Core Standards, curriculum, district, state and federal laws. DELAC parents can make important recommendations to support the needs of English learners and improve the EL students' quality of education. Research shows that parental involvement contributes to students academic success. Because families have influence on their children’s achievement, it is crucial that schools, families, and the community work together to make this happen. DELAC provides parents of English Learners and opportunity to get involved and continue supporting and advocating for the needs of English Learners. 

DELAC Representative

  • Must be a parent/guardian of child who designated as an English learner and enrolled in the school site which they represent
  • Attends all DELAC meetings
  • Receives input from ELAC and shares Information with DELAC
  • Provides ELAC with information from DELAC meetings

DELAC Alternate

  • Attends DELAC meetings when Representative is unable to attend
  • Provides ELAC with information from DELAC meetings

District English Learner Advisory Committee (DELAC) meets regularly to share information as well as to study issues and concerns related to the instruction provided to English Learners. ELAC

English Learner Advisory Committee (ELAC) is a school-level committee composed of parents, staff, and community members designated to advise school officials on English learner programs and services. Parents of English Learners and non-EL students, school staff and members of the community may serve on an ELAC. However, a minimum number of EL Parents participating on the ELAC must reflect the proportion of EL student to non-EL student population at the school site. CA Ed. Code 52176

The purpose of the ELAC is to provide parents of English learners the opportunity to:

  • Advise the principal and staff in the development of a site plan for English Learners and submitting the plan to the School Site Council for consideration of inclusion in the School Plan for Student Achievement (SPSA)
  • Assist in the development of the school wide needs- assessment
  • Inform parents of the importance of regular school attendance
  • Have the opportunity to elect at least one member to the District English Learner Advisory Committee (DELAC)
  • Receive ELAC training to assist members in carrying out their legal responsibilities
  • Train on district’s Uniform Complaint Procedures, including Williams Settlement requirements
